कोरोना महामारी पर अभी-अभी आई राहुल गाँधी की चिट्ठी, PM मोदी का किया समर्थन !

माननीय श्री नरेंद्र मोदी,

प्रधानमंत्री, भारत सरकार

प्रधानमंत्री महोदय,

मानवता पर छाए इस घोर संकट के समय मैं अपनी ओर से तथा कांग्रेस पार्टी के लाखों कार्यकर्ताओं की ओर से आपको पूरा सहयोग प्रकट करता हूँ। भारत में कोरोना की महामारी को रोकने के लिए केंद्र सरकार द्वारा उठाए गए हर कदम में हम अपना हर संभव सहयोग दे रहे हैं।

कोविड-19 वायरस को तेजी से बढ़ने से रोकने के लिए दुनिया तत्काल कठोर उपाय करने को मजबूर हुई है और भारत में भी इस समय तीन हफ्तों का लॉकडाऊन चल रहा है। मुझे आप से आग्रह करना चाहिए कि आप पूरे देश में हुए इस लॉकडाऊन के हमारे नागरिकों, हमारे समाज एवं हमारी अर्थव्यवस्था पर होने वाले विनाशकारी प्रभाव पर गंभीरता से चिंतन करें।

हमें यह समझना आवश्यक है कि भारत की परिस्थितियां विशिष्ट हैं। हमें पूर्ण लॉकडाऊन की कार्ययोजना पर काम कर रहे अन्य बड़े देशों के मुकाबले कुछ अलग उपाय करने की जरूरत है। भारत में उन गरीबों की संख्या, जिनका जीवन दैनिक मजदूरी पर निर्भर है, इतनी ज्यादा है, कि हम आर्थिक कार्यों पर पूरी तरह से एकतरफा लॉकडाऊन नहीं लगा सकते। पूरी तरह से आर्थिक शटडाऊन कोविड-19 वायरस की वजह से होने वाली मौतों की संख्या को बहुत ज्यादा बढ़ा सकता है।

यह महत्वपूर्ण है कि केंद्र सरकार द्वारा ज्यादा विस्तृत एवं केंद्रित दृष्टिकोण अपनाया जाए,

जिसमें देश के नागरिकों के वास्तविक जीवन की सच्चाईयों पर पूरी तरह से गौर किया गया हो। हमारी प्राथमिकता बुजुर्गों व कमजोरों को अन्य लोगों से पृथक करने एवं उन्हें वायरस से सुरक्षा देने पर होनी चाहिए। इसके साथ ही युवाओं को बुजुर्गों के नज़दीक व संपर्क में जाने से उन्हें होने वाले खतरों के बारे में साफ तौर से एवं पूर्ण रूप से जागरुक करना चाहिए।

भारत में लाखों बुजुर्ग गांवों में रहते हैं। पूर्ण लॉकडाऊन एवं आर्थिक गतिविधियों पर शटडाऊन के कारण लाखों युवा बेरोजगार होकर अपने-अपने गांव में पलायन करने पर मजबूर हो जाएंगे, जिससे उनके माता-पिता, दादा-दादी एवं बुजुर्गों के संक्रमित होने का खतरा बढ़ जाएगा। इससे बड़ी संख्या में लोगों के जान गंवाने का खतरा है।

हमें सामाजिक सुरक्षा के जाल को तत्काल मजबूत करने एवं कामकाजी गरीबों को आश्रय व सहयोग देने के लिए हर उपलब्ध सार्वजनिक संसाधन का प्रभावशाली उपयोग करना पड़ेगा। सरकार द्वारा घोषित किया गया वित्तीय पैकेज पहला अच्छा प्रयास है। लेकिन इस पैकेज में घोषित सहायता को शीघ्रता से दिया जाना बहुत आवश्यक है। कृपया इसके क्रियान्वयन की तिथियों के साथ एक स्पष्ट रोडमैप की घोषणा करके उसे लागू कराएं। बड़ी जनसंख्या वाले स्थानों में उतने ही बड़े और समर्पित अस्पताल होने चाहिए, जिनमें हजारों बेड और वैंटिलेटर उपलब्ध हों। यह जरूरी है कि हम ये सुविधाएं और आवश्यक उपकरण उतना जल्दी स्थापित करें, जितना किसी भी मानवीय साधन द्वारा संभव है। साथ ही यह भी आवश्यक है कि हम टेस्ट्स की संख्या बढ़ाएं, जिससे वायरस के फैलाव की सही व वास्तविक स्थिति का हमें पता चल सके, ताकि उस पर नियंत्रण किया जा सके।

सरकार द्वारा अचानक लॉकडाऊन घोषित किए जाने से अत्यधिक अफरा तफरी व भ्रम की स्थिति पैदा हो गई है। हजारों प्रवासी मजदूरों को अपना आवास छोड़ना पड़ा क्योंकि वो उसका किराया देने की स्थिति में नहीं थे। यह जरूरी है कि इस समय सरकार हस्तक्षेप करे और उन्हें किराया देने के लिए तत्काल राशि उपलब्ध कराए। फैक्ट्री, छोटे उद्योग एवं निर्माण स्थल बंद हो गए हैं, हजारों प्रवासी मजदूर अपने घर पैदल जाने की कोशिश कर रहे हैं और विभिन्न राज्यों की सीमाओं पर रुके हुए हैं। दैनिक मजदूरी के बिना पोषण एवं मौलिक सुविधाओं के अभाव में, वो नाजुक स्थिति में आ गए हैं। दूर स्थित अपने घरों में जाते हुए वे आश्रयस्थल के लिए संघर्ष कर रहे हैं। यह आवश्यक है कि हम उन्हें आश्रय प्रदान करने में सहयोग करें और सीधे उनके बैंक खातों में पैसे पहुंचाएं, जिससे वो अगले कुछ महीनों के कठिन समय का सामना कर सकें।

यह भी आवश्यक है कि इस समय हम अपने मुख्य वित्तीय एवं सामरिक संस्थानों के चारों ओर एक रक्षात्मक कवच स्थापित करें, जिससे वो वायरस और कुछ हफ्तों के आर्थिक शटडाऊन के बाद होने वाले नुकसान का सामना कर सकें। पुर्ननिर्माण में हमारे असंगठित क्षेत्र एवं छोटे व मध्यम व्यवसाय और किसानों के विस्तृत नेटवर्क की महत्वपूर्ण भूमिका होने वाली है। इसलिए यह जरूरी है कि हम समय रहते सही कदम उठाते हुए उनसे बातचीत करें, उनका भरोसा बढ़ाएं और उनके हितों की सुरक्षा सुनिश्चित करें।

इस मुश्किल चुनौती से लड़ने व जीतने के लिए हम केंद्र सरकार के साथ मिलकर खड़े हैं।

Dear Prime Minister,

I would like to convey to you my solidarity along with that of millions of Congress party workers at this time of immense humanitarian crisis. We are all doing our utmost to cooperate with the steps the government is taking to fight the Coronavirus outbreak in India.

The world has been forced to take immediate, severe measures to contain the rapid spread of the Covid-19 virus and India is currently in the midst of a three-week lockdown. I must urge you to seriously consider the potentially devastating impact a nationwide lockdown would have on our people, our society and our economy.

It is critical for us to understand that India's conditions are unique. We may be required to take different steps than other large countries who are following a total lockdown strategy. The number of poor people in India who are dependent on a daily income is simply too large for us to unilaterally shut down all economic activity. The consequences of a complete economic shut down will disastrously amplify the death toll arising from the Covid-19 virus.

It is important that the government consider a more nuanced and targeted approach that takes the complex realities of our people into consideration. Our priority must be to protect and isolate the elderly and vulnerable from the virus and to clearly and strongly communicate to the young the dangers of their proximity to older people.

Millions of India’s elderly live in villages. A complete lockdown and the resulting shut down of our economic engine will almost certainly ensure that millions of unemployed youth rush back to their villages, increasing the risk of infecting their parents, grandparents and the elderly population. This will result in a catastrophic loss of life.

We must immediately strengthen the social safety net and use every public resource we have to support and shelter the working poor. The financial package announced by the government is a good first step. But speedy delivery of the package is important. Please announce and enforce a clear roadmap with dates for its implementation. Large population centres will require equally large, dedicated hospitals with thousands of beds and ventilators. It is critical that we start setting up these structures and manufacturing the necessary equipment as fast as is humanly possible. At the same time, we need to dramatically increase the number of tests that we are carrying out and get an accurate picture of the virus’s spread in order to contain it.

The government’s sudden lockdown has created immense panic and confusion. Thousands of migrant workers have been forced to leave their rented homes as they are unable to pay rent. It is important that the government intervenes and provide them money for their rent immediately. Factories, small industries and construction sites have closed, tens of thousands of migrant labourers are trying to walk to their villages and are stranded at various state borders. They are rendered totally vulnerable without their daily wages or access to nutrition and basic services. They are struggling to seek refuge as they march to reach far-away homes. It is important that we help them find shelter and inject money directly into their bank accounts to help them survive these arduous next few months.

It is also critical that we set up a defensive wall around our key financial and strategic institutions to protect them from the shock wave that is bound to come as the true impact of the virus and our economic shutdown hits us a few weeks from now. Our informal economy and immense network of small and medium businesses and farmers are going to be vital to any rebuilding effort. It is crucial that we engage them in a conversation, build their confidence and protect their interests with correct and timely action.

We stand together with the government in fighting and overcoming this tremendous challenge.
